December 2017: Approval is expected for Historic District Designation and Design Guidelines.
Summer 2017: Early approval by NPS. Late approval by December. Demolition of contributing properties ends. Discussion begins on the development of district design guidelines.
May 2017: The HD application is transferred to NPS for their review and possible revisions. Public comment continues.
Mid-February 2017 through at least May 2017; Additional individual property owner requests for changes will be considered. More precise dates TBA.
February 17th, 2017: The State Advisory Committee for Historic Properties meets to review the nomination.
Late-January 2017: The ENA-sponsored poll begins. There will be a public meeting sponsored by SHPO, date TBA.
January 26th, 2017 Duniway Auditorium: AECOM’s presentation to the neighborhood of the draft nomination including maps and data showing the contributing and non-contributing properties, a summary of the significance of the neighborhood story, and the proposed district boundary. This will include an extended Q and A focused on the development and scope of design guidelines for the district that could guide change in the future. There will be opportunities to comment on the designation of individual properties and discussion of the boundary. We have commitments from officials from the state and city to be involved in the discussion of design guidelines.
January 2017: Notice from the city will be mailed to all affected property owners within the proposed boundary.
November to January 2017: Refinements to Draft Nomination to SHPO for review and refinements.
November 1, 2016: First Draft Nomination to SHPO for comments, precursor for neighborhood workshop.
September 2016: Develop history and narrative for nomination.
August — September 2016: Data quality review and GIS mapping of research.
Summer 2016: AECOM and volunteers, trained and overseen by AECOM, provide Reconnaissance Level Survey (RLS) and Intensive Level Survey (ILS) within Study Area.
July 2016: A poster exhibit and one-on-one Q & A take place at the July 4 parade.
May 2016: The Historic District Neighborhood Workshop takes place to inform, educate and engage the neighborhood. ENA Board makes its go/no-go decision. Documents:
April 2016: ENA Board evaluates interviews and proposals, leading to approval of historic district consultant agreement. ENA attends “Historic Districts – Lessons Learned” workshop hosted by Restore Oregon. ENA briefs Landmarks Commission about purpose, process, and progress. Documents:
March 2016: ENA Board meeting includes presentations by three consultant candidates regarding qualifications, opportunities and challenges of being an historic district, and process as outlined in submitted consultant proposals.
February 2016: ENA investigates scope and conducts qualification interviews. ENA Newsletter features a cover story on the process leading to the Board’s decision to pursue Historic District status.
January 2016: ENA Board discusses the process and attributes of becoming an historic district.
November 2015: ENA Board affirms decision to pursue historic district designation. ENA Newsletter includes a Land Use report on the potential for becoming an historic district.
November 2012: ENA Neighborhood-wide Workshop discusses draft land use goals and plans district implementation options.
November 2011: ENA Board authorizes development of neighborhood land use goals and action plan.
